"Even though billions of dollars in farm aid are included in this year’s emergency supplemental spending bill, the battle for disaster relief could stretch well into the 2007 farm bill debate.
House Agriculture Chairman Collin C. Peterson, D-Minn., says he’s dedicated to including in this year’s reauthorization of farm law (PL 171-107) a permanent disaster-assistance fund for farmers who lose crops to drought, flood and fire.
But his Senate counterpart, Democrat Tom Harkin of Iowa, is partial instead to a Bush administration plan that would expand crop insurance to cover losses. The Agriculture Department is expected to submit to Congress legislative language that reflects its farm bill proposal, and Harkin says he welcomes the effort."
