"But we, on the professional level, understand that this system of missile defence on the one side, and the absence of such a system on the other side, creates the illusion of being protected, and increases the possibility of unleashing a nuclear conflict.

I am theorizing here only — it is only a theoretical discussion; there is no practical application of that. So there is a violation, an imbalance of strategic equilibrium in the world, and in order to provide for the balance, without establishing our antimissile defence system, we will need to establish those systems which would be able to penetrate the missile defence systems."
