Southern African nations launch new standby peacekeeping force

"Southern African heads of state launched a new regional standby force Friday for use in peacekeeping throughout the continent.
Zambian President Levy Mwanawasa said that the troops would be part of a larger African force, ready for "rapid deployment" in peacekeeping, humanitarian and natural disaster-relief efforts throughout Africa.
"The scourge of conflict in Africa ... continues to be a major impediment to social and economic development on the continent," he said at a two hour ceremony at a Zambian Air Force base in Lusaka featured parades, military bands and a fighter-jet flyover."
